The Foster to College Scholarship Act

why it matters

Despite their hopes, talents, and ambitions, Ohio’s foster youth confront grave barriers. The Foster-to-College Act (HB 25; SB13) aims to change the narrative by making higher education and job training accessible—reducing incarceration, homelessness, and poverty in the process.

Why HB 25 Matters

20 %

are homeless the day they age out

70 %

arrested at least once by 26

PTSD rate of combat veterans

60 %

of trafficking victims spent time in care

Ohio ranks in the bottom 10 % for foster-youth homelessness, graduation, and incarceration.
